site in the past, assure that the reluae disposal emban]®ent will
be constructed and reclaimed properly and eliminate the concerns
~~' which led to the Division's imposition of stipulations on the
1983 reiuae lacility revision submitted by the previous operator.
Following is a detailed description of the newly revised retuae
disposal area design which has been prepared by Energy Fuels
Yining Company.
1. Size and Confi¢uration: The volume of the revised refuse
disposal embanl~eat is approximately 1.3 million cubic yards.
Although current projections indicate that the total volume
of retuae volume necessary ie only 885,000 cubic yards, this
design provides extra capacity for additional reserves which
may be found within the mine azea, a lower clean coal yield
than projected and/or disposal of sediment collected in
drainage control facilities. The area covered by the refuse
disposal facility will be 18.58 acres mazimum sad the overall
height will be no greater than 145 feet. The aide elopes of
the refuse disposal embaaloneat will be 3 horizontal to 1
vertical sad will be uniform slopes rather than terraced ae
in previous designs.
2. Draiaa¢e: As with both previous designs, all upstream
drainage will be diverted away from the retuae lacility.
Drainage diversion ditches were properly installed by the
previous operator up gradient from the pile as initially
designed. Because the revised reluae disposal area design
contained herein is nearly identical in size and shape to
that originally proposed, no modification to the diversion
ditches which are currently in place is necessary to accommo-
date thin revision. All drainage generated from the refuse
disposal site will be directed to the sedimentation pond
located went of the reiuae embanl~ent. Ia previous designs,
all drainage generated on the refuse disposal Bite wan
collected via terraces and perimeter ditches, which tended to
concentrate runoff is small arsaa and create severe erosion,
-,, dowacutting and sediment deposition downstream.
