Lonq <br />Division Director <br />Grand Junction, CO 81506-3946 <br />Re: Bowie No. 2 Mine (Permit No. C-1996-083) <br />Technical Revision Application No. 20 (TR-20) <br />15 Gob De-gas Holes <br />Dear Sir or Madam: <br />The Division of Minerals and Geology hereby issues notice, in accordance with Titre 34, Article 33, Section 1 16, <br />Paragraph 4, of the Colorado Revised Statutes, that on April 25, 2001, an application to revise coal mining <br />operations at the Bowie No. 2 Mine was considered complete for the purposes of filing. The revision was <br />submitted by Bowie Resources Limited. All review and comment periods as provided in the Act and the <br />Regulations initiate from this date of filing. <br />This revision would approve the constmction of fifteen gob ventilation bore holes and their associated drill pads, <br />inclusion of seven previous exploration bore holes into the permit, and construction, refurbishing or upgrading of <br />the associated light use road. Total disturbance, all within the approved permit boundary, is estimated to be 15.3 <br />acres of surface lands owned by Bowie Resources and BLM. The operator does not anticipate using exhaust <br />pumps on the de-gas wells. The de-gas holes and their associated disturbance will be reclaimed. <br />The underground coal mining operation is on land located approximately 5 miles northeast of Paonia, Colorado. <br />The permit area is further described as follows: <br />Portions of Sections 2, 3, 4, 9, 10, 11, 14, 15, and 16, Township ] 3 South, Range 9 ] West of the 6th P.M. <br />The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle map of Bowie. <br />Because the above referenced technical revision application would incorporate additional lands into [he permit <br />area or might otherwise alter previously approved permit conditions or mitigation measures, we are requesting <br />your agency's evaluation of the potential for impacts to threatened or endangered species of plants or animals, or <br />wildlife species otherwise protected by federal law. <br />In order for us [o approve this revision, we are required to make a finding that "the :tctivi[ies would not affect the <br />continued existence of endangered or threatened species or result in the destmction or adverse modification of <br />their critical habitats as determined under the Endangered Species Ac[ of 1973...." We request your review and <br />recommendation pursuant to this finding. The submittal cover letter and a mine plan map are enclosed. Please <br />advise us if you require additional information. <br />
