Lonq Division Director Grand Junction, CO 81506-3946 Re: Bowie No. 2 Mine (Permit No. C-1996-083) Technical Revision Application No. 20 (TR-20) 15 Gob De-gas Holes Dear Sir or Madam: The Division of Minerals and Geology hereby issues notice, in accordance with Titre 34, Article 33, Section 1 16, Paragraph 4, of the Colorado Revised Statutes, that on April 25, 2001, an application to revise coal mining operations at the Bowie No. 2 Mine was considered complete for the purposes of filing. The revision was submitted by Bowie Resources Limited. All review and comment periods as provided in the Act and the Regulations initiate from this date of filing. This revision would approve the constmction of fifteen gob ventilation bore holes and their associated drill pads, inclusion of seven previous exploration bore holes into the permit, and construction, refurbishing or upgrading of the associated light use road. Total disturbance, all within the approved permit boundary, is estimated to be 15.3 acres of surface lands owned by Bowie Resources and BLM. The operator does not anticipate using exhaust pumps on the de-gas wells. The de-gas holes and their associated disturbance will be reclaimed. The underground coal mining operation is on land located approximately 5 miles northeast of Paonia, Colorado. The permit area is further described as follows: Portions of Sections 2, 3, 4, 9, 10, 11, 14, 15, and 16, Township ] 3 South, Range 9 ] West of the 6th P.M. The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle map of Bowie. Because the above referenced technical revision application would incorporate additional lands into [he permit area or might otherwise alter previously approved permit conditions or mitigation measures, we are requesting your agency's evaluation of the potential for impacts to threatened or endangered species of plants or animals, or wildlife species otherwise protected by federal law. In order for us [o approve this revision, we are required to make a finding that "the :tctivi[ies would not affect the continued existence of endangered or threatened species or result in the destmction or adverse modification of their critical habitats as determined under the Endangered Species Ac[ of 1973...." We request your review and recommendation pursuant to this finding. The submittal cover letter and a mine plan map are enclosed. Please advise us if you require additional information.
