This is.an expensive and significant commitment on the parr of 13MG but
so long as the metals and cyanides are in the deposited tailings an~ at risk
of release, only long term monitoring in anticipation of unexpectedrelease
can serve the local community which would be impacted, otherwise
unknowingly until [oo late to respond, by such releases.
2. Monitoring analyses should continue to focus on ALL of the sp cies of
concern (metals and cyanide) and not he simplified to more indica ive but
less informative water quality parameters such as pH, conductivity, tc.
3. The reclamation bond should be of adequate size and longevity td assure
that the newly created mix of tailings, under a worst case release scenario
of both metals and cyanide release in a concentrated plume, can f~e dealt
with in a swift and effective manner which is protective of the envir nment
and of the residents of the area.
I hope that these comments will be useful in the continuing dialogue to devel~p an
acceptable and protective reclamation permit for this facility so that the inter sts and
concerns of all parties are addressed. Please let me know if I can further clarify my
comments or provide additional input in this important process.
Sincerely,
~~
David E. Hyatt, Ph.D.
DEH061693
