The Meeker Area Mines Mining and Rec]amation Permit specifies the revegetation <br />success criteria for the mines on page M-26 of the permit. These revegetation success <br />criteria were drawn from recommendations of the Colorado Mined Land Reclamation <br />Division and incorporated as standards in Compliance with the requirements of <br />Stipulation 11 to the permit (NERD memorandum March 21, 1985, Mike Savage to <br />Candy Thompson). Revegetation will be judged successful when: <br />"A. Live Vegetation Areal Cover is 7096 or more. This cover will be <br />measured using apoint-intercept or line-intercept method. <br />B. Productivity is 12001bs./acre of herbaceous vegetation production. <br />C. Woody plant density is 1000 stems per acre. <br />D. Species diversity is such that 4 cool season grasses, 2 forts, and 1 shrub <br />be established such that no one species accounts for more than 4096 of <br />the measured revegetation cover nor less than 3% of the measured <br />vegetation cover." <br />PHASE II REVEGETATION SAMPLING <br />In July 1992, Matthew Hayes of Hayes Environmental Services quantitatively evaluated <br />vegetative cover and species composition at the Meeker Area Mines within five <br />reclaimed locations; the Northern #1 Mine west of the road, the Northern #1 Mine <br />topsoil stockpile area, the Refuse Area topsoil stockpile area, the Refuse Area, and the <br />Rienau #2 Mine area. Qualitative observations on production, species regeneration, <br />and woody plant density were also made during the field investigations. Sampling was <br />conducted in accordance with the requirements of the permit and the Division's <br />Vegetation Guidelines (CMLRD, 1988). Phase II Bond <br />Release Request. <br />STATISTICAL EVALUATION OF REVEGETATION COYER SAMPLING <br />The collection of statistically adequate data for the parameter of vegetation cover allows <br />the statistical evaluation for compliance with the revegetation success criteria of the <br />mining and reclamation permit. The revegetation success criterion for cover is 70 <br />percent live aerial cover. The correct evaluation of the revegetation samples from the <br />1992 survey is accomplished through the use of aone-tailed hypothesis concerning the <br />mean (Zar, 1974). In this case, the evaluation tests whether the sample cover mean <br />from the revegetated areas is statistically equal to 90 percent of the standard with 90 <br />percent statistical confidence.
