<br />F. Reclamation Plan <br />1. When will tree transplanting (hawthorne, willows) be conducted <br />during this planting season? <br />2. What steps have been taken to monitor revegetation success <br />(herbaceous cover and woody plant density) at Bear no. 1 and no. 2? <br />3. Topsoil excavated from the river channel re-alignment and <br />stockpiles was to have been sampled and analyzed for suitability <br />and fertility. Please submit these analyses. <br />4. Additional reclamation work is required at Bear no. 1 and no. 2. <br />Submit a timetable to ensure completion of these activities <br />(removal of debris and coal/gob, soil replacement, seeding and <br />mulching) before the end of this construction season. <br />5. Bear Coal Co. should substantiate the costs submitted for erosion <br />netting application on reclaimed areas. <br />G. Backfilling and Grading <br />1. Spring 1985 monitoring of the Bear no. 2 portal backfill is <br />required at this time. Please submit the results in accordance <br />with stipulation no. 8. <br />2. Stipulation no. 9 required proctor testing of both the no. 1 and <br />no. 2 portals backfill. Test results for no. 2 have been submitted <br />by West Elk Coal Co. Please submit results for no. 1 portal. <br />3. Stipulation no. 11 requires ongoing monitoring of the no. 3 portal <br />area and access road. Please submit spring 1985 monitoring results <br />for these three stations. <br />H. Revegetation <br />1. Bear Coal Co. should substantiate the claim that freeze-thaw action <br />will be sufficient to cover seed or commit to mechanical covering, <br />e.g. hand-raking or use of a slope chain. <br />I. Subsidence -Rule 2.05.6 <br />1. Bear Coal Co. has never agreed to the installation of two <br />additional subsidence monuments overlying the workings, reference <br />letter from Dan T. Mathews dated November 3, 1982 and memo from Jim <br />Pendleton dated October 19, 1982. This indicates that stipulation <br />no. 15 has never been complied with. Bear Coal Co. should install <br />these two additional monuments or submit a discussion as to why <br />they have not been installed. <br />
