<br />in the success comparisons. Any second hit under noxious weeds will be recorded for purposes <br />of success comparisons. Annual and biannual species will be recorded but for success <br />comparisons, the relative cover contribution will not exceed the total reference area <br />• contribution. Each transect will be considered as 1 "N" for the purpose of the statistical <br />analysis. <br />Reference Area Sampling <br />Two reference areas, Sagebrush and Mountain Shrub, are utilized at Colowyo, See the Permit <br />Map 3 -Regional Vegetation for the locations of these two reference areas. <br />Transects will be randomly distributed throughout each of the two reference areas. Similar to <br />the reclamation sampling, transects will be extended in apre-determined random compass <br />direction. Herbaceous cover data will be collected with a 10-point frame in the same manner as <br />the reclamation area sampling. <br />A minimum of 15 transects will be utilized in each reference area and sampling will continue <br />until the individual sample adequacy requirements are met. <br />Statistical Testing for Demonstration of Revegetation Success <br />Vegetative establishment for Phase II release purposes will be considered adequate if the <br />herbaceous cover of the revegetated area block is at least 90 percent of the herbaceous cover of <br />the reference area standard with 90 percent statistical confidence. <br />• Colowyo will utilize sample size adequacy formulas found in the April 18, 1995 CDMG <br />"Guideline Regarding Selected Coal Mine Bond Release Issues " <br />For reference area sampling, or reclaimed area sampling when parameter estimation is sufficient <br />and hypothesis testing is not employed, the formula found on page 21 of the reference CDMG <br />document will be utilized. <br />The final reference area standard will be derived by weighting the means of each reference area <br />by the percentage distribution in the pre-mining vegetative community. (Sagebrush - 43.3% <br />and Mountain shrub - 53.3%). <br />The sample size formula for reclaimed area sampling when success demonstration requires <br />hypothesis testing can be found on page 20 of the referenced document.
