•~
the seam would be considered none tributary". This seems to be a
contradiction that should be explained.
Page 2.04-39iv lists the distance between the B-Seam workings and the North
Fork of the Gunnison River as 6305 feet. From my observations of several maps
of varying scales it appears that the southern boundary of the mine plan of
the H seam will be approximately 750 feet from the River. This portion of the
application should be ammended. The potentiometric head of the river should
be measured from a point where the mine plan is the closest to the river. I
would estimate this distance to be about 100 feet and not 190 feet for the $
seam and 40 feet for the C seam. My estimates were taken from a cross section
running through the boundary between section 9 and 10. The calculations for
mine inflow given on this page are confusing and incomplete; the mathematical
calculations should be written out.
Page 2.04-39 states that the Somerset Mine generated 150 gallons per minute
of mine inflow. This information was obtained from page 2.04-26 of the
original permit application last updated 8-18-82. More recent monitoring
Conducted by the Somerset Mine and submitted as pant of the annual mine
inflow study on September 8, 1988 (Map E8-3361) shows that the mine was
pulling in 234 gpm total sustained inflow and 120 gpm from a fault in the
northern most portion of the mine. This page should be revised.
Rule 2.04.3(3) requires "the application shall State whether the proposed
permit area has been previously mined, and if so, the following information
if available:
a) The type and description of mining method used;
b) The coal seams or other mineral strata mined;
c) The extent of coal or other minerals removed;
d) The approximate dates of past mining; and
e} The uses of the land preceding mining.
f) the location and extent of acreage disturbed by previous surface coal
mining and reclamation operations.
The application did not Contain information concerning the 4 inactive mines
shown on map 6H-379A. These mines have mined the D-Seam directly above tl.~
the proposed B-Seam and C-Seam mine plan in section 10. The 4 mines that t;:
Division identified are the Oliver #1 and #3, Black Beauty Mine and the HawY.~
Nest Mina. Maps from the Division's files are attached for the applicant's
information. The applicant should address this section and include a map to
show the overlap between past and proposed mining.
An additional Concern is the potential for mine inundation caused by the
subsidence of potentially flooded mine working in the D-seam directly above
the proposed Sanborn Creek Mine. Upon rekreat muting it is possible that
subsidence induced fracturing will drain areas of the D-seam and greatly
increase the amount of inflow into the mine. The applicant should submit
additional information about the condition of the D-seam with respect to tha
3
