TCC has worked to move the coal waste materials temporarily stockpiled in Area 3 into Area 2.5, in order to: 1) Get the temporarily stockpiled material into a fmal placement location and a stable, compacted condition; 2) Level this area as an extension for Area 2 fill placement; and 3) Uncover the underlying suitable clay materials for use as cover material in reclaiming completed portions of the refuse pile. Given the relatively short distance (200'-600') and downhill grade between the Area 3 temporary stockpile location and the Area 2.5 final placement location, TCC has utilized D10-G tracked dozers to move the refuse material. Given these considerations. TCC submits that the reclamation bondine calculations (Task 9011 should be revised to reflect final movement of only the 80,000 cv of material currently temporarily stockpiled in Area 3 and can be significantly reduced by using the downhill dozer push to Area 2.5 averaEe distance 400'1, consistent with current actual ooeratlna practices.
