[n <br />response to your query, I provide the following comments. <br />(l) The MR application design and the stability analyses, completed by WF.STEC and <br />submitted in response to my adequacy comments, address the same cut and ti,l siopes at <br />the expansion pad site. The WESTEC specification drawings, also submitted in response <br />to my adequacy request, clearly depict the maximum cut and fill slopes to he 2H: I V <br />(2) Christine Jolurs[on's application cover letter clearly states at the top of page ~; `' fhe fill <br />ou[slope will be a minimum of 2H:1 V." Since an increasing ratio denotes a flatter slope, <br />in my opinion this statement specified a slope no steeper than 2H:1 V. <br />(3) Based upon the four ev;iluated sections provided within the V/ESTF.C analysis, it appears <br />the maximum slope gradient which would provide a static slope safety factor of 1.3 is <br />approximately L75I-1: i V. However, if Mountain Coal Company (MCC) wants to pursue <br />amendment of the design outslope for the pad they will need to complete the analysis to <br />specifically verify the FOS of the proposed slope gradient.
