Banta, <br />Division Director <br />The Division has accepted Wyoming Fuei Company's request fora deadline <br />extension until June 14, 1991 for submittal of a Technical Revision rather <br />than the previously required Minor Revision, concerning item 2 of Ten Day <br />Letter X-91-02-370-003. The Division believes that this extension is <br />warranted due to several exceptional circumstances. <br />First, a technical rather than a minor revision appears necessary, given the <br />scope of the proposed changes, Second, the consultant's computer was down for <br />a period of time. During this period, subsequent to our original TDL <br />response, a program critical to making the demonstrations was not available. <br />Third, once available, the computer model used by Wyoming Fuel's consultant <br />indicated that exceedances of a water quality standard could potentially <br />occur. This is in contrast with on-site observations. Therefore, renewed <br />modeling efforts are necessary. Potentially, some re-design may also be <br />required. Fourth, Wyoming Fuel has stated that it is possible that some of <br />these sites will be reclaimed in the near future. This would change the <br />surface runoff characteristics, thus impacting computer modeling parameters. <br />To summarize, additional time is necessary to establish the site <br />characteristics needed and the measures that must then be taken to provide the <br />demonstrations requested for the seven sites in question. The Division feels <br />its decision to extend the revision due date is appropriate given these <br />circumstances. Assuming that receipt of the complete revision is had by June <br />14, 1991, consideration and approval by the Division should be possible within <br />a subsequent 70 day period. <br />
