14. Rule 4.05.4(4)(d): The area of the proposed pad within the Elk Creek drainage is identified as a <br />riparian vegetation community (Map E8-3391). Discussion of this community, or of reclaiming this <br />portion of the drainage with riparian species, was not found in the application. Please provide this <br />information. <br />15. Rule 4.05.11(1): Backfilling of disturbed areas is proposed. Please provide a description of how <br />backfilled materials will be placed so as to minimize contamination of groundwater systems with acid, <br />toxic or otherwise harmful mine drainage, to minimize adverse effects of mining on ground water <br />systems outside the permit area, and to support the proposed post-mining land uses. <br />16. Rule 4.05.13(1): No information was found describing the impacts of the proposed activities, including <br />dewatering, on groundwater. No information regarding a groundwater monitoring plan was provided. <br />Please provide this information. <br />17. Rule 4.05.13(2): No plan for monitoring the effects of the proposed activities on surface water was <br />provided. Please provide this information. <br />18. Rule 4.05.16(6): The application proposes to recycle some of the mine water discharge back <br />underground. This rule requires this proposed activity to meet with the approval of MSHA. Please <br />provide proof of this approval, or discuss how such approval will be obtained. <br />19.
