Dear Mr. Mezei:
The Division of Minerals and Geology hereby issues notice, in accordance with Title 34, Article 33, Section 116, Paragraph
4, of the Colorado Revised Statutes, that on September 8, 1997, an application to revise coal mining operations at the Foidel
Creek Mine was considered complete for the purposes of filing. The revision w'as submitted by Twentymile Coal Co All
review and comment periods as provided in [he Act and the Regulations initiate from this date of filing.
Twentymile Coal Co. proposes to construct a haul road from Haul Road C across Foidel Creek to the batch weigh/loadout
facility. This road is proposed to cross a wetlands area. TCC proposes to use alternative design criteria than specified in Rule
4.03.1(3) based upon use of geofabric and geogrid material in the construction process.
The underground coal mining operation is on land located approximately 23 milts southwest of Steamboat Springs, Colorado.
The permit area is further described as follows:
In portions of Sections 7, 8.9, T4N, R86W; Sections 32 and 33, T6N, R86W: Sections 23, 24, 25, 26, 27, 34, 35 and 36 in TSn,
R87W; and all of TSN. R86W with the exception of Sections 34, 35, and 36.
The area to be affected by this revision lies in TSN, R86W, SW I/4 NE I/4, Section 31.
The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrang{e map of Rattlesnake Butie
A copy of the technical revision application is available for public inspection at the Routt County Courthouse, Box 773598,
Steamboat Springs, CO 80477, and at the Division office. For additional information or to provide written comments, contact

for us to comply with regulatory time frames, we request that comments be submitted within fifteen (IS) days of this letter.
If no comments are received by then, we will proceed on the assumption that you have no concerns with, or objections lo, the
applicants proposal.
