Lnng <br /> Division Direc mr <br />RE: Bowie No. Mine Permit Revision No. 3 - Second <br />Geotechnic upplemental Response with Conditions <br />(Permit No: C-96-083) <br />I have reviewed Bowie Resources, Limited's (BRL's) second <br />supplemental response to my geotechnical adequacy comments fer it's <br />PR-03 permit revision application for facilities improvements at the <br />Bowie No. 2 mine site. The proposed facility upgrades include the <br />installation of a conveyor from the mine bench to a newly constructed <br />350,000 ton capacity coal storage pad with reclaim system and truck <br />loadout bin immediately adjacent to old State Highway 133. To make <br />room for this storage bench, BRL proposes to relocate Pond B down <br />slope from old State Highway 133. This relocation requires a 6.0 <br />acre addition to the permit area. In addition, the entrance to the <br />property will be moved to the east. These modifications to the <br />surface facilities will theoretically allow the annual production of <br />the Bowie No. 2 mine to reach 5.0 million tons. <br />You will recall that I earlier accepted BRL's first round of <br />supplemental responses as demonstrating to my satisfaction that the <br />proposed facilities would be stable in both the operational and <br />reclaimed configurations, with two conditions. <br />(1) In the case of the transfer station excavation I requested that <br />the adjacent ditches be designed to preclude infiltration which <br />might deteriorate the cutslope's integrity. BRL has resolved <br />this concern by proposing to gunnite or concrete ditches C18 and <br />C19 to prevent infiltration. <br />(2) In each of the three instances, I also requested that BRL comply <br />with it's analyst's recommendations in field verifying that actual <br />
