As the coordinating agency for Rocky Flats off-site <br />emergency preparedness, the Colorado Department of Public Health <br />and Environment (CDPHE) has the responsibility for ensuring the <br />ability of surrounding emergency response agencies to control <br />acces:a to and from surrounding areas in an emergency, and manage <br />evacuation of imperiled areas if warranted. <br />Previous information provided by the applicant in response to our <br />concerns indicated that they had reached agreement with DOE for <br />Sr'AI's emergency preparedness and response to an incident at the <br />Site. According to DOE's Emergency Preparedness Branch, they are <br />currently unaware of any emergency procedures developed by WAI for <br />their personnel, who will be working within the Rocky Flats buffer <br />zone. Until the last week when we raised this question, DOE had not <br />been working with WAI on this issue. WAI was not involved in the <br />recent: emergency response exercise conducted on March 29, 1995, <br />which involved on and off site response agencies. <br />Should you allow expanded operations in the areas on or adjacent to <br />the Site, I request that you require documentation of WAI's <br />integration into the DOE and offsite emergency preparedness system. <br />
