Long <br />Division Director <br />As anticipated, Colorado Yampa Coal Company (CYCC) has submitted a request for a formal <br />Mined Land Reclamation Board hearing concerning the recent denial of their revision (PR-031 <br />reyuestiny an aiierltaiive land use of pastureland for all remaining rangeland within the <br />disturbed area of iviine No. 1 ,Mine No. 2, and Eckman Park. The board hearing will be held <br />on May 26 and May 27, 1993 at the Centennial Building in Denver. <br />CYCC contends that the current 3.7 square miles of reclamation at Eckman Park is as <br />valuable as a grassland as it was prior to mining, and that the key species identified in the <br />CYCC permit have not been impacted. We would like the DOW to provide the technics! <br />arguments and expertise related to the reasons for reestablishment of shrubs and the <br />importance of such measures to wildlife. <br />I would like to recommend that Jim Morris coordinate with your staff and arrange to meet <br />with the members of my staff who have been ::a. dling t!3e issue hore at the Division of <br />Minerals and Geology (DMG). <br />We feel that successful defense of our decision is critical to the future of shrubs and native <br />grass species as a key element of wildlife habitat restoration, not only at Eckman Park but <br />at other large surface mines in western Colorado. Your staff's involvement and participation <br />with this issue is esserrtial to receiving the Board's support. - <br />We look forward to working with the DOW to quickly and decisively put an end to this <br />issue.
