Phase 1 Bond Release, C-80-006
From: Randy Price
Date: November 7, 199
Re: Pit #1 Configuration Compromise Meeting, OSM, Kerr Coal and DM&G
I~~~~
DEPARTMENT OF
NATURAL
RESOURCE
Roy Romer
Governor
lames 5 Lochhead
Executive Director
Michael B. Long
Division Director
I spoke with George Patterson today about their willingness to compromise with the OSM
on the pit #1 configuration. They have a meeting planned with OSM for November 14.
George did not know the time or the place of the meeting. I have not been contacted
concerning this meeting but I would expect the DM&G to be there. Kerr would like to meet
with the DMBG this week (November 7 through 10) to discuss their proposals. I haven't
been contacted by the operator about setting up this meeting, but I think that Kerr's
Denver office may have contacted Mike or Susan.
Prior to the October 4 meeting with Bob Urham, the operators and I discussed some
possible surface configurations for the pit #1 area that would be a compromise between
the present configuration and a full ridge as Steve Rathbun would like. Kerr would like to
avoid negotiating with Steve and would like to work with the technical staff of the OSM
Denver Office. The OSM Denver would most likely approve a plan that is rational and
would minimize additional disturbance as opposed to Steve's ridge at all costs attitude.
Kerr has hired a reclamation consultant, but George did not mention his name.
c:\wp\94wpVn mtgmem.sam
cc: Mike Long, Susan McCannon, David Berry
