(11) There are only security personnel at the <br />site; <br />(iii) ihere are personnel other than security <br />people at the site, but they are engaged 1n activities which can <br />be described as maintenance or housekeeping, or related activity; <br />(1v) ihere are personnel at the site, Gut <br />they are engaged in activities which are not significantly <br />moving the site tOwdrds Completion Of the mining operation. Th¢ <br />Board will judge these activities in relation to the size of the <br />operation, the nature of the ore hotly antl other facts; <br />(v) There is no sale or processing of <br />material or mov¢ment of stockpiled material; <br />lvi) There is only minimal or token <br />excavation of mineral or other material; or <br />(vii) Mine development has ceased and mining <br />has not com~enced. <br />(b) A mine is not 1n temporary cessation if: <br />li) Extraction of minerals has been <br />completed and oniy final retiaaation and related activities are <br />~' occurring at the site (sse C.R.S, 34-32-103(6)(b) and Rule <br />1.6.5); or <br />(11) A permit has been issued, but the mining <br />operation has not comawenced. <br />(c) ihere may be temporary cessation for part of <br />the mining operation Then one or ebre operations of several <br />separable types within a permit has been discontinued.
