The subsidence monuments and the upper
two crest stage gages were located within the Little Bookcliffs
Wilderness Study Area which is closed to vehicular traffic during
December through May. We had intended to install the monitoring
sites in June when access was again allowed. During a BLM
inspection on June 12, 1996, we were informed that an official
BLM study would be necessary prior to their installation. The
enclosed copy of a letter dated June 17, 1996, was sent to BLM to
clarify our intentions. A copy of Exhibit 56 from our mining and
reclamation permit application was attached to this letter. Mr.
Fowler indicated that he should have the public notice out within
a couple of weeks and that the comment period would be 30 days.
I expected to hear from them in early August but this Mr. Mullen
of the Colorado Environmental Coalition that we talked to
yesterday indicated that he expected that the review would take
several months.
As a result the monitoring sites are not installed and no firm
date for installation is available. We will plan to have the
monitoring points installed within a month of BLM's approval
unless access is restricted until a later date. We will keep you
informed of BLM's progress.
Sincer ,
,~ ~~ V `
Larr M. Reschke
Engineer
LMR:lmr
Enclosure
