The subsidence monuments and the upper <br />two crest stage gages were located within the Little Bookcliffs <br />Wilderness Study Area which is closed to vehicular traffic during <br />December through May. We had intended to install the monitoring <br />sites in June when access was again allowed. During a BLM <br />inspection on June 12, 1996, we were informed that an official <br />BLM study would be necessary prior to their installation. The <br />enclosed copy of a letter dated June 17, 1996, was sent to BLM to <br />clarify our intentions. A copy of Exhibit 56 from our mining and <br />reclamation permit application was attached to this letter. Mr. <br />Fowler indicated that he should have the public notice out within <br />a couple of weeks and that the comment period would be 30 days. <br />I expected to hear from them in early August but this Mr. Mullen <br />of the Colorado Environmental Coalition that we talked to <br />yesterday indicated that he expected that the review would take <br />several months. <br />As a result the monitoring sites are not installed and no firm <br />date for installation is available. We will plan to have the <br />monitoring points installed within a month of BLM's approval <br />unless access is restricted until a later date.
