The Hvdrologic <br />Reclamation Plan states thnt no hvdrologic reclamation plan is proposed for potential <br />mine discharge. The potential for discharge from the portals (once mining has ceased) <br />should be evaluated and included in the PHC portion of the revised test. <br />25. Permanent entry seals are proposed for the mine portals. /f a perpetual discharge <br />sinration arises, how will mine discharge be conveyed from the mine? Please update the <br />Hvdrologic Reclamation Plan to inchrde additional detail on how the discharge (if it <br />occurs) will be conveyed, handled, and treated prior to discharge. <br />26. The Division believes that, due to the complexity of the issues surrounding BRL's <br />submittal for long wall mining, it would be prudent to separate out the baseline gathering <br />information that had originally been submitted in Technical Revision No. 1 and had been <br />included in Technical Revision No. 7. Please submit permit pages that revise only the <br />information relevant to the issues in Technical Revision No. 7. <br />27. In a letter to the Office of Surface Mining (OSM) dated January /2, 1999, the Division <br />has requested that [he U.S. Fish & Wildlife Service (U.S. F & W) begin consultation <br />concerning the Windy Gap water depletion process. In a letter to Bowie Resources, <br />dated January 6, 1999, the Division requested that Bowie send a letter to OSM, <br />committing to the payment oj$2,578.73 to the Fish and Wildlife Fund for the water <br />depletion due to longwall mining. The Division has received a copy ojthe letter that <br />Bowie has sent to OSM, committing to the payment. <br />28. There is an incomplete sentence ar the start of paragraph two on proposed revised page <br />2.O.i-77.
