Walker to File <br />February 1, 2000 <br />Page 4 of 16 <br />The application proposes the downgrade of a bridge from haul road to foot and ATV traffic <br />(revised page 4-66e). A maintenance standard was not provided. By an adequacy letter of <br />October 27, ] 999, the applicant was asked to include a statement that the bridge would be <br />maintained for foot and ATV traffic. Revised pages in (adequate) response were received under a <br />MINREC, INC. letter of November 22, 1999. <br />The application incorporates a letter from the Crystal River Ranch that contains a request to <br />retain two roads in the permit area. By an adequacy letter of October 27, 1999, revision of PAP <br />pages 4-66e and 4-85 was requested to incorporate such retention in the permit. By letter of <br />November 22, 1999 and subsequent revision, MINREC, INC submitted revised pages to the PAP <br />that included retention of the two roads, re-designated as light-use roads/trails (revised page 4-v, <br />December 1999). <br />The application incorporates a letter from Jeffery and Bambi Burtard that requests retention of a <br />portion of a paved road that crosses their land. <br />By a telephone call of January 31, 2000 the applicant was asked to submit a revised page 4-85 <br />that recognized the Burtard request. A revised page was received by facsimile on January 31, <br />2000. <br />Rule 2.07.3(1) Completeness <br />An application must comply with Rules 2.07.3(2) (first part), 2.07.3(2)(a), 2.07.3(2)(b), <br />2.07.3(2)(b)(i), 2.07.3(2)(b)(ii), 2.07.3(2)(b)(iii), 2.07.3(2)(b)(iv), 2.07.3(Z)(c}, 2.07.3(2)(d), <br />2.08.4(5), 2.08.4(5)(a), 2.08.4(5)(b), 2.08.4(5)(c), and 2.08.4(5){d) to be complete. The <br />application was found to be incomplete on October 8, 1999, but corrected to complete status on <br />October ] 8, 1999. <br />The applicant was advised of incompleteness of the application by telephone on October 14, <br />] 999 and by facsimile on October 18, 1999. The applicant amended the application under a <br />facsimile of October 18, 1999. The applicant was advised of completeness of the application by <br />letter of October 19, 1999. <br />Rule 2.07.3(2) Notice <br />The proposed notice was submitted with the application, and was found to be incomplete with <br />regard to the following requirements: The proposed public notice did not precisely describe the <br />ownership of lands affected. The owners of private property were not identified. The land <br />managers of federal lands were not identified. The proposed notice did adequately describe the <br />precise location and boundaries of land to be affected as Sections 21, 22, 27, 28, 33, 34, T8S <br />
