Enclosed is an application for a technical revision which proposes to
redesign the LRP to allow for the disposal of approximately 360,000 cubic yards of additional
coal mine waste. The additional yardage will result in the final storage capacity of 1.38 millioa
cubic yards. At the current volume of refuse material that is being generated, the LRP will reach
its currently designed configuration of 1.02 million cubic yards in June 1996. The reconfiguration
will extend the life of the pile to October 1996, which will allow sufficient time to penarit and
construct a new refuse pile to be submitted in a separate application in the near future.
wth the assistance of Harding Lawson Associates, MCC has included in the application new
stability analyses, leachate calculations, ditch and culvert designs, and drawings of the final
configuration. Specifically, there are three copies of the following included in the application:
Exhibit 51 • Revised Text (pages I-37)
• New Figure 2.OB Appendix B
• New Figure 2.OC Appendix B
• New Figure 2.OD Appendix B
• New Figure 2.0E Appendix B
• New Figure 2.OF Appendix B
• New Leachate Model Appendix H
• New Refuse Shear Test Gradations Appendix K
• New Figure 4.0 Appendix K
• New Surface Water Runoff
Calculations and Designs Appendix L
Exhibit 66 • Revised Table 44
• Revised design for D2R-2 at Base
iiiiiiiiiiiiiiiiiii
999
