BENECA II-W <br /> <br />REMEDIATION PLAN <br />October 19, 1993 <br />The following information summarizes the efforts to date taken to <br />prevent and clean up the oil that spilled at the Seneca II-W Mine <br />from the 3-22 Dry Creek well on October 14, 1993, and future <br />efforts to complete remediation of the site. Activity to date has <br />been a joint effort by Meridian Oil Company and PWCC to contain the <br />spill, minimize soil contamination, and prevent the oil from <br />contaminating waters of the State. The final remediation of the <br />contaminated soil, as we understand it, will be overseen by the <br />CDMG in accordance with the applicable rules and regulations of the <br />Colorado Oil and Gas Conservation Commission. The following plan <br />is provided per abatement step No. 1 in Colorado Cessation Order <br />No. C-93-141. PWCC will cooperate with both CDMG and the Colorado <br />Oil and Gas Conservation Commission regarding remediation at the <br />site. <br />Action Taken <br />Immediately after the blast, it was observed that one of the crude <br />oil storage tanks had ruptured. Equipment operators were <br />immediately dispatched to contain the oil to the extent possible. <br />When the tank ruptured, a portion of the containment berm around <br />the tanks failed and allowed some of the oil to flow off the oil <br />well pad and into the 006 Gulch drainage. Due to the amount of <br />rainfall, the ground was heavily saturated, thus allowing the oil <br />to "ride" on top of the ground rather than infiltrating into the <br />ground. <br />An undetermined amount of oil (estimated by Meridian personnel at <br />400 to 500 gallons) flowed from the pad into the drainage.
