Jim Stevens
Colorado Mined land
2l5 Centennial Bldg.
1313 Sherman St.
Denver, CO 80203
Dear Jim:
Reclamation Division
Suhjcct: Overview of the CML1tD/OSM Joint Inspection of
Trapper illine tm 11/6/90 and 11/7/90.
Following is a list of Ix,lenliul non-a,mpliance items that weer identilled and tnitlgatl~e
measures perG,rnted by Trapper during the joint CMLRD/OSM inspection of Trapper
Mine on November G-7, 1990.
1. A small gully was identified within a cropland area between the reconstructed East
and West No Namc drainages. Phis gully is not active as vegetation was estab-
lished in the gully botto,tt. The gully was not idattiHed during our annual rill attd
gully inspection. Trapper did, however, correct this oversight by repairing the
Bullied area with rock rip rap ou 11/12/90.
2. A small gully was idcnciCicd within the No Name drainage channel Ittmtediately
upstream of No Name pond #4. A loader was dispatched to the area itmmediately
and appropriate repairs (rock rip rnp) were performed to correct the problem on
11!6!90.
3. Three topsoil sd,ckpiles (two in West Buzzard and one in East Buzzard) were iden-
tified as being lightly vegetated with a potential of having inadequate vegetagon for
erosion contn,l purlN,ses. However, there was nu evidence of excessive erosion un
any of the three piles during the inspection.
As part c,f Trapper's weed control program all three piles in question were sprayed
with appropriate herbicide in June 1990, ur control noltious weeds (Canada
Thistle}. Following spraying, the piles were all drill seeded with 'I7npper's
approved u~psoil stockpile seed mix. In the fall of 1990, livestock were allowed
access !o these piles as they are located wlthln an approved Ilvestoek gruzing lease
area. The result of livestock grazing on the piles added to the illusion of light vegf-
urtion response on the piles. As a mitigative measure, Trapper ittttnediatfely fenced
all [hree stockpiles (three strand barbed wire) to ensure that future livestock
grazing within tltc area would not impact the vegetation response on these piles.
Additionally, Trapper re-seeded (bn,udcast} all piles in question with our. approved
topsoil stockpile seed mix. All fencing and seeding efforts were completed py
l L/7/90.
4. A segment of a diversion ditch surrounding a topsoil stockpile located north of oYr
Browning pit stripping area was removed. The ditch was aceideataliy destroyed as
a• result of scralxrs hauling topsoil to the stockpile area. The error was identi0ed
and Trapper responded immediately by resurveying and monstructing an appro-
P.0. Bux t87 Giau3. Gntorado 81626 (303) BI?4-4401
