i <br />PAGE 2 <br />10/6/94 <br />The contribution of sediment outside the permit area was in fact <br />controlled. That is, all flow from the area in question aad the <br />haul road was directed to the trap at the inlet of the 46 inch <br />diameter culvert below the mine bench. This trap was functioning <br />properly at the time the citation was issued. This portion of the <br />citation can also be attributed to a failure of the paperwork to <br />identify control measures. <br />GVC has made the revision to the surface water controls to eliminate <br />any possibility that water/sediment can escape its controls. These <br />controls are also shown on the revised Figure 2.2-4 that was given <br />to you on September 22, 1994. This new system will also ensure that <br />these controls will be more apparent on the ground. <br />There are other general facts that apply to both areas. The areas <br />have existed in this form since 1977. No other inspection has <br />revealed that there was a problem with the controls. This includes <br />both DMG and OSM inspections.
