C-93\021, File C-81-041 <br />\; <br />Dear Mr. Routten: <br /> <br />SEP 2 6 1991 <br />Mined Land <br />Reclamation Division <br />This letter is to provide further information on circumstances <br />surrounding N.O.V. C-91-021. I admit that this fire did not get <br />my attention as soon as it should have, but I can't claim all of <br />the responsibility. I had been hearing rumors concerning the <br />regulation change since early in the year but none were <br />consistent. When asked for specifics I received responses like: <br />"The Division's policies have not been finalized yet." and "Oh, <br />you will need an open channel spillway on all ponds." I had not <br />received any written correspondence concerning the actual <br />requirements of the spillway rule change so I requested a copy <br />while out in the field during the May or June inspection. I <br />Forgot to push for the copy once back in the office and as a <br />result did not get a copy at that time. I decided that I would <br />try again during the July inspection but it ended up being a "spy <br />in the sky" inspection. Finally on August 7, 1991, 2 sorted <br />through the confusion of a change in reclamation specialists and <br />senior reclamation specialists and asked Susan Morrison for a <br />copy of the regulation. After an initial "I'm not sure I can <br />make copies for you", I was able to get a copy of the changes. <br />With the regulations in hand I submitted a technical revision <br />request within 2 weeks. As you know, I requested an extension of <br />time on the basis of the low potential hazard of my combined <br />spillways.
