MCC should <br />address this comment as #11 under the Vegetation and Soils section <br />in Section V, Decision to Require Revisions or Additional <br />Information. <br />Page 2 of Exhibit 51 states that an average of one foot <br />of subsoil was placed over the gob prior to construction <br />of the rock buttress. However, page 36 states that the <br />average non-toxic cover will be 18 inches. The Division <br />is unable to locate a variance to soil replacement depth <br />in the area of the buttress. A variance was given to <br />replacement of four feet of cover on the entire refuse <br />pile. MCC now must place 18-24 inches of non-toxic <br />cover.
