There may be some days in the irrigation season <br />during snowmelt runoff periods when there will be no demand for water that <br />would reduce the evaporation replacement requirement. Therefore, if the <br />applicant would permanently commit the 4.27 cfs and the 171 acre-feet of <br />consumptive use to the reclamation plan, we would have no objection to the <br />reclamation plan. <br />The applicant should also develop a plan for administration of this water right <br />in the future. The preferable procedure is to have the plan for augmentation <br />approved by the Water Court. Another alternative may be to develop a plan <br />through the Thompson Valley Water Users Association as have been done by <br />similar organizations on Boulder Creek and St. Vrain Creek. <br />Hal D.
