The proposed grading plan <br /> also includes an interior drainage ditch that is to be located <br /> approximately 200 feet inside the berm. The purpose of the berm is <br /> not described in the TR-006 application, and no design details for <br /> the berm are provided other than the configuration of the berm as <br /> depicted on the reclamation plan topographic map. <br /> The City of Boulder and the Boulder County Commissioners have <br /> expressed a number of concerns related to the proposed inclusion of <br /> the berm in the reclamation plan. The City of Boulder has <br /> requested that the Division "require Western Mobile to submit <br /> additional detailed information about the land berm and relevant <br /> impacts on the surrounding community prior to any final <br /> determinations concerning the proposed reclamation plan amendment <br /> for the Deepe Farm Pit . " The City of Boulder' s request would <br /> appear to be justified under sections 34-32-116 (2) , (7) (b) , and <br /> 7 (g) of the statute . This is because little detail related to the <br /> construction of the berm has been provided by the applicant and <br /> because the location of the berm within the 100-year floodplain <br /> creates the potential to cause disturbance to the prevailing <br /> hydrologic balance and to damage adjoining property. The Boulder <br /> County Commissioners have raised concerns similar to those of the <br /> City of Boulder. <br /> In order to address the potential for off-site impacts related to <br /> the proposed berm, Western Mobile must provide a floodplain <br /> analysis that compares flood inundation that would occur if the <br /> reclamation contours approved in 1989 were installed, to flood <br /> inundation that would occur based on the reclaimed contours <br /> proposed in technical revision TR-006 . The attached memorandum <br /> provides guidelines for conducting such an analysis . Using Urban <br /> Drainage and Flood Control District definitions as a guideline, an <br />
