The coal company <br />hired an experienced blasting contractor to supervise the blasting at the coal mine. No damage <br />resulted from the blast. <br />Fault <br />I concur with the Assessment Officer that a $500.00 fine is appropriate. This is a new coal mine <br />and a blasting contractor who was unfamiliar with the laws requiring special State of Colorado <br />certification to be able to blast at a coal mine.
