B, Gast of Costilla (;reek, and the pit at Melby Ranch located F..ast of Ravenwood Lane end North of Wildhorse Drive about 8 miles from West F.ntrancc to Melby Ranch, operated by Evan Melby dha Melby Ranch. I understand an operator may use materials front a pit in his property for usein his property as long as it is not bcittg sold. However, Mr. Melby is selling materials from this pits for profit, to private land owners at Melby Ranch. On May 17, I purclta_ced material from Mr. Melby to construct a driveway for a private Land owner at Melby Ranch, at which tithe Mr. Melhy vehemently indicated to me that The driveways at Melby Ranch .wore his to build. I do not believe that he has the right to tell me or the land owners chat he has exclusive right to building driveways simply because he has the materials at his disposal. 1 know several land owners that have had their driveways built by Mr. Melby with materiels from the pits in question. i am no after a witchhunt in this matter, bttt 1 do believe Mr. Melby cannot and should not manipulate the system for his advantage and profit. 1 ask that you investigate his operation(s) at Melby Ranch and have him comply with the necessary criteria so that wo may have a level plena in which to conduct a profitable businoss for all entities involved.
