This is a preliminary plan prepared by Mr. Tom Leidich of <br />TerraMatrix inc., our consultant hired to work on this project. The plan addresses twenty-one (21) acres of B <br />pit highwall reduction azea which have been revegetated and are the subject of this violation. <br />The abatement plan calls for redisturbing this area to conswct the upper section of 0006-NE-2 drainage channel <br />to approximate what is currently approved. This work will consist of removing 18-inches of topsoil that was <br />replaced over this area and the dirt work outlined in the Cut/Fill Isopach Drawing. A total of 170,000 cubic yazds <br />will be moved to conswct the proposed channel. This design will create two drainage channels tributary to the <br />approved channel 006-NE-2 and will approximate the original contours (see Proposed Regrading for the Existing <br />Graded Area map). Also, this design created a more stable slope along the reclaimed highwall area. <br />If the Division approves the enclosed abatement plan, Seneca requests a 45 day extension to the January 14, 1996 <br />abatement deadline. This will allow for submittal of a complete permit revision package including new post- <br />mining topography and design calculations for all of the new and revised drainage channels by February 29, 1996. <br />Since it is impractical to begin the earth work until the weather allows, we would like to set an abatement deadline <br />for the field work portion of October 30, 1997. The extra time will allow Seneca Coal Company to finish the <br />Yoast Mine conswction activities, conduct topsoil removal ahead of mining, and complete other important <br />reclamation projects at the Seneca II and iI-W mines before redisturbing this area. <br />Please contact me or Tom Leidich at TerraMatrix, if you or any other members of the Division have any questions <br />concerning the enclosed materials. <br />Sincerely, <br />~o ~ Michael G.
