Box 15596 <br />Lakewood, Colorado 30215 <br />SUBJECT: Canadian Strip Mine, TR-05, MLRD File No. C-81-026 <br />Dear Mr. Koblitz: <br />The Division has reviewed your request to modify vegetation standards at the <br />Canadian Strip Mine. The staff noted that the proposed plan calls for woody <br />plant interseeding throughout the disturbed mine site. This will re-start the <br />ten-year bond liability release period for the areas seeded in 1979, 1980 and <br />1981 per Rules 3.02.3(2)(b) and 4.15.7(5). In addition, the Division <br />recognizes that a reduction of the woody stem density standard is <br />appropriate. However, to achieve consistency with similar decisions regarding <br />adjacent mines (Harr Strip and Bourg), the Division requests that you modify <br />the woody stem density standard to 2,000 stems/acre rather than 1,850 <br />stems/acre. <br />The Division has the following adequacy questions: <br />1. What subspecies of big sagebrush is Wyoming Fuels planning to use <br />in the woody plant augmentation plan? <br />2. What criteria will be used to evaluate the success of the <br />augmentation program in 1991 and 1992? <br />3. Please provide letters from landowners confirming that they have <br />minimal interest in re-establishing shrubs on the reclaimed <br />property. <br />4. Modify page 65A to reflect that the woody stem density standard <br />will be 2,000 stems/acre rather than 1,850 stems/acre. <br />5. Revise pages in Appendix F to reflect the changes found on pages <br />65-65D. Reference the revegetation information found in the <br />Correspondence section and indicate that this revision supersedes <br />that material. <br />
