The following adequacy concerns were identified and need to <br />be addressed. <br />1. west portal substation: The application indicates that this <br />area will be reclaimed and therefore, no longer have to meet <br />effluent limits. The Division would like to see the area reclaimed <br />at this time however, reclaimed areas are disturbed areas and as <br />such, are subject to the same requirements as other disturbed area <br />at the mine. WFC must still submit evidence that surface runoff <br />from the reclaimed area will meet effluent limits. It may be <br />necessary to provide some type of alternate sediment control for <br />the area such as a berm or silt fence. <br />2. west portal water tank: The comments above apply to this area <br />as well. <br />3. West portal fan area: It was determined that runoff from this <br />area enters containment area #2. Please indicate whether this area <br />is already accounted for in the calculations for the containment <br />area in the permit. If not, the calculations for the containment <br />need to be modified. <br />4. West portal powder and cap house: Control of runoff from this <br />area in the large sump area described in the application may be <br />adequate. However, the documentation provided indicates that the <br />affected watershed is 0.5 acres. Unless runoff from the area <br />upslope from the permit area is diverted, runoff from the watershed <br />contributing to the channel near the powder and cap houses needs to <br />be accounted for. <br />
