<br />Part D <br />9. Colowyo believes that it is appropriate that one motor grader can support 8 scrapers in a topsoil <br />stockpile to final reclamation operation. In 1994, R. N. Robinson & Son ran 9 scrapers in a topsoil strip <br />to topsoil stockpile operation (a more road building, road maintenance intensive operation) and had no <br />problem supporting 6 -Cat 637E and 3 -Cat 6278 scrapers. A letter is attached from R. N. Robinson <br />providing support for this. <br />The reason that the Division has only seen a motor grader supporting 4 to 6 scrapers is that the job <br />requirements did not necessitate bringing more scrapers to finish the job. One note is that in recent <br />years with only 6 scrapers on the job, the motor grader for R. N. Robinson has actually parked and the <br />operator has run a water truck part time, or worked on down equipment, and only ran the motor grader <br />when required to. <br />Colowyo's 1991 estimate also showed a 1 motor grader to 8 scrapers operation. The current estimate <br />is consistent with the 1991 estimate. <br />For these reasons, Colowyo believes that the current estimate is correct and is a better estimate than <br />the one to six ratio requested by the Division. <br />Additionally, the estimate also includes one motorgrader per eight scrapers to perform topsoil grading, <br />thus effectively utilizing two motorgraders per eight scrapers in support of the total topsoil laydown <br />activities (see pages D-13 and D-17 for the details). <br />14b. The estimate information contained on page C-4 was provided by the Moffat County Farm <br />Service Agency, U.S. Department of Agriculture and includes mobilization/demobilization.
