Minor Revision No. 128
September 21, 1994
Page 4
^ Above the substation
^ Near the watertank
^ Near the portals
^ Near the mine supply storage areas
^ Haul/access road from Highway 133 to top of pile
^ Uphill side of main haul/access road above and below
office
^ Area above haul/access road at Sylvester Gulch road and
at the subsoil pile
Map 56 shows the following areas as being replaced with
topsoil now and the Envirocon map shows those areas as
disturbed and requiring topsoil:
^ Several areas between FW-1 and MB-1
^ Northeast side of FW-1
^ Below screening facility
^ East of screening facility
MCC should reconcile these differences.
6. Page 2.05-46 (Table 48) has been revised to indicate that
Kentucky bluegrass is always included in the seeding mix. No
further response is required.
7. The Division's original concern was that MCC intends to plant
900 stems per acre and the shrub density requirement for the
West Elk Mine is 1000 stems per acre. The Division's
recommendation was to increase the number of stems per acre,
to account for a highly probable mortality rate. Based on
differing opinions between the Division, MCC and their
consultants, and the fact that if the required density is not
realized the Division will not release MCC's reclamation bond,
the Division will end this discussion at this time.
MCC indicated in the response that they have information on
woody plant invasion information at other mines. The Division
requests a copy of this information to assist our office in
furthering our knowledge of reclamation.
8. MCC's permit commits to planting shrub clumps that are 0.5 to
2 acres. Map 58 has been revised to show clusters that are
1.5 to 3 acres, which the Division finds acceptable.
Previously, the clumps were 0.5 to 1.5 acres. However,
revised Map 58 has eliminated approximately three acres of
shrub clumps that were included previously. Map 58 should be
revised to include three more acres of shrub clumps.
