Lung <br />D rvisinn Ducaor <br />RE: Request for Review; Minor Revision No. 99; Aest Elk Mine; <br />File No. C-80-007 <br />Mountain Coal Company (MCC) has submitted an application for a <br />minor revision to relocate a portion of the main topsoil stockpile. <br />MCC would like to move this pile so that it will allow additional <br />storage for run-of-mine coal. <br />As you can see from reviewing and comparing the site plan map with <br />the grading plan map, MCC plans to remove the northeast section of <br />the pile and move it to the southwest of the current pile at the <br />toe of a landslide feature. Rule 4.06.3(2), regarding storage of <br />topsoil, requires that topsoil be placed on a stable surface where <br />it will be protected from wind and water erosion and from <br />contamination which would lessen the capability of the material to <br />support vegetation when redistributed. In your opinion, taking <br />into consideration the location of the landslide feature, is the <br />proposed position for the topsoil pile suitable so that it will be <br />protected as stated in the aforementioned rule? Also, please <br />review the revised configuration of the pile for stability. <br />The Division's review time on a minor revision is about ten days, <br />which means that our decision is due on August 30, 1993. However, <br />I was able to extend the date to September 3, 1993. I apologize <br />for the quick turn-around required for this revision, but I <br />appreciate your help.
