TRAPPER MININGrINC.
III IIIIIIIIIIIIIIII
April 21, 1998
Mr. Tom Kaldenbach
Environmental Protection Specialist
Colorado Division of Minerals & Geology RECEIVED
1313 Sherman Street, Room 215
Denver, CO 80203
APR 27 1998
Re: Trapper Mining Inc., Permit No. C-81-010
East Pyeatt Drainage Repair Plan Division of Minerals 8 Geology
Dear Mr. 1{aldenbach:
Please accept this letter as a summary of my understanding of the agreement between Trapper and the
Division regarding plans to repair the East Pyeatt drainage during the 1998 field season. In general,
we agreed that the lower section of East Pyeatt drainage thaz was badly eroded by the floods that
occurred during the fall of 1997 would be repaired this summez on only an interim basis. We agreed
that it made little sense to fully reconstnrct this section of drainage until such time thaz a majority of
the Flintlock Pit watershed disturbance upstream was reclaimed and revegetated. It was felt rbaz until
upstream disturbance is reclaimed this drainage section would remain susceptible to flood damage.
Specificrally, Trapper will leave the lower East Pyeatt drainage open for three to five years (or until
upstream Flintlock Pit disturbance is largely reclaimed) and allow it to continue to stabilize to its
natural gradient. Interim drainage reconstnrction steps to be taken this summer would include
removing topsoil and laying back drainage sideslopes, stabilizing the headcut area of the drainage and
installing several rock check structures. Several dozer basins will also be installed upstream to reduce
sediment transport and deposition in the lower reaches of East Pyeatt drainage. Final future
reconstruction efforts would likely involve adding additional rock check structures, laying down
topsoil, seeding and surfacing the drainage bottom with brush or erosion control matting.
As you know, reclaimed parcels A-C-94, A-C-95 and A-B-95 were removed from the recently
approved Phase I bond release application because it was felt thaz the section of East Pyeatt drainage
thaz runs through these paree!s was not yet stable. Looking forward, we :vil1 not propose these
reclaimed parcels for Phase I or R bond release until Seal reconstruction of the lower reach of East
Pyeazt drainage is completed.
Please contact me if you have any questions or disagreement with the contents of this letter.
Sincerely,
~ ~
~~ '
~Kt
Forrest Luke
Environmental Manager
lg:/fvVdmg/epyavep. doe i
C w
File 109.2.3.4
P.O.
