(28) ' Topsoil" mea�the material at the surface of•e earth which has been
so modified and acted upon by physical , chemical , and biological agents
that it will support rooted plants necessary to achieve reclamation goals.
(29) "Vegetation cover" means an estimate of the percentage of ground covered
by above-ground livina plant parts from a perpendicular projection. It
shall be limited to the following classes :
Heavy = cover of 75% to 100%
Moderate = cover of 50% to 75%
Sparse = cover of 25% to 50%
Scattered = cover of less than 25% but with the living plants
still forming a dominant part of the landscape.
Rare = cover of less than 25% and with the livinq plants ,
during the growing season, not readily evident in
the landscape.
(30) "Vegetation type" means a designation for a natural aroupinq of plant
species named according to one or more visually dominant species.
(31) "1973 Act" refers to the Colorado Open Mining Land Reclamation Act of
1973, C.R.S. 1973, 34-32-101 et . seq.
(32) "1976 Act" or "the Act" refers to the Colorado Mined Land Reclamation
Act of 1976, C.R.S . 1973, 34-32-101 e_t_._s_eq. , as amended (1976 Sess.
Laws, Ch. 108) .
108( I) 1 . 11 Signature of Documents - All Board members have the authority to sign
any and all documents , orders , permits , bonds , notices , and any other
® papers needed to be siqned in the course of conducting that Board' s
business.
1 .2 Board Meeting Procedures
106(I ) (a) 1 .21 Regular meetinas of the Board shall be held at least once each month ,
for the conduct of any Board business . The Roard shall establish a
day each month when it shall hold regular monthly meetings unless
circumstances require the day be changed . Not less than twenty (20)
days ' notice shall be given when regular monthly meeting dates are
changed.
1 .22 Special meetings may be called by the Chairman , or any three Board
members , for the conduct of any Board business.
1 .23 Any interested person shall follow the procedures for objecting to
permit applications as set forth in Sections 2. 3, 3. 3 , and 4. 3 of these
Rules and Ret2ulations.
1 .24 Any interested person may request in writing a meeting or hearing con-
cerning revocation of permits , forfeiture of bonds , alleged violations of
the Act or these Rules , or amendment of these Pules , stating the reasons
therein. The Board, in its discretion. shall grant or deny the request ,
no later than its next regularly scheduled meeting, and if aranted , the
