(28) ' Topsoil" mea�the material at the surface of•e earth which has been <br /> so modified and acted upon by physical , chemical , and biological agents <br /> that it will support rooted plants necessary to achieve reclamation goals. <br /> (29) "Vegetation cover" means an estimate of the percentage of ground covered <br /> by above-ground livina plant parts from a perpendicular projection. It <br /> shall be limited to the following classes : <br /> Heavy = cover of 75% to 100% <br /> Moderate = cover of 50% to 75% <br /> Sparse = cover of 25% to 50% <br /> Scattered = cover of less than 25% but with the living plants <br /> still forming a dominant part of the landscape. <br /> Rare = cover of less than 25% and with the livinq plants , <br /> during the growing season, not readily evident in <br /> the landscape. <br /> (30) "Vegetation type" means a designation for a natural aroupinq of plant <br /> species named according to one or more visually dominant species. <br /> (31) "1973 Act" refers to the Colorado Open Mining Land Reclamation Act of <br /> 1973, C.R.S. 1973, 34-32-101 et . seq. <br /> (32) "1976 Act" or "the Act" refers to the Colorado Mined Land Reclamation <br /> Act of 1976, C.R.S . 1973, 34-32-101 e_t_._s_eq. , as amended (1976 Sess. <br /> Laws, Ch. 108) . <br /> 108( I) 1 . 11 Signature of Documents - All Board members have the authority to sign <br /> any and all documents , orders , permits , bonds , notices , and any other <br /> ® papers needed to be siqned in the course of conducting that Board' s <br /> business. <br /> 1 .2 Board Meeting Procedures <br /> 106(I ) (a) 1 .21 Regular meetinas of the Board shall be held at least once each month , <br /> for the conduct of any Board business . The Roard shall establish a <br /> day each month when it shall hold regular monthly meetings unless <br /> circumstances require the day be changed . Not less than twenty (20) <br /> days ' notice shall be given when regular monthly meeting dates are <br /> changed. <br /> 1 .22 Special meetings may be called by the Chairman , or any three Board <br /> members , for the conduct of any Board business. <br /> 1 .23 Any interested person shall follow the procedures for objecting to <br /> permit applications as set forth in Sections 2. 3, 3. 3 , and 4. 3 of these <br /> Rules and Ret2ulations. <br /> 1 .24 Any interested person may request in writing a meeting or hearing con- <br /> cerning revocation of permits , forfeiture of bonds , alleged violations of <br /> the Act or these Rules , or amendment of these Pules , stating the reasons <br /> therein. The Board, in its discretion. shall grant or deny the request , <br /> no later than its next regularly scheduled meeting, and if aranted , the <br /> 0 <br /> - 5 <br />
