h. Vegetat 0 piles shall be removed from t&rea or utilized in <br /> accordance with the reclamation plan. <br /> 6.5 Revegetation <br /> ® 1160) (f) a. In those areas where revegetation is part of the reclamation <br /> plan, land shall be revegetated in such a way as to establish a <br /> diverse, effective, and lonq-lasting vegetative cover that is <br /> capable of self-regeneration without continued dependence on <br /> irrigation, soil amendments or fertilizer, and is at least equal <br /> in extent of cover to the natural vegetation of the surrounding <br /> area. Except for certain post-mining land uses approved by the <br /> Board , the use of species native to the region shall be emphasized. <br /> Greater emphasis on non-native species may be proposed for in- <br /> tensively managed forestry and range uses. <br /> b. If the operator' s choice of reclamation is forest planting, he <br /> may, with the approval of the department , select the type of <br /> trees to be planted. If the operator is unable to acquire <br /> sufficient planting stock of desired tree species from the state <br /> or elsewhere at a reasonable cost , he may defer plantina until <br /> planting stock is available to plant such land as originally <br /> planned , or he may select an alternate method of reclamation. <br /> C. If the operator' s choice of reclamation is for range , the land• <br /> shall be restored to slopes commensurate with the proposed <br /> land use and shall not be too steep to be traversed by livestock, <br /> The area may be seeded either by hand , or power, or by the aerial <br /> method. <br /> d. The revegetation plan shall provide for the greatest probability <br /> of success in plant establishment and vegetation development by <br /> considering environmental factors such as seasonal patterns of <br /> precipitation , temperature and wind: soil texture and fertility; <br /> slope stability; and direction of slope faces. Similar attention <br /> shall be given to biological factors such as proper innoculation <br /> of legume seed, appropriate seeding and transplanting practices , <br /> care of forest planting stock, and restriction of grazina during <br /> initial establishment. The Board , in consultation with the land- <br /> owner and the local soil conservation district , if any, shall <br /> determine when grazing may start . <br /> e. To insure the establishment of a diverse and long-lasting vegetative <br /> cover, the operator shall employ appropriate techniques of site <br /> preparation and protection such as mechanical soil conditioning <br /> by discing and ripping, mulching; soil amendments and fertilizers ; <br /> and irrigation. <br /> f. Methods of weed control shall be employed for all prohibited <br /> noxious weed species , and whenever invasion of a reclaimed area <br /> by other weed species seriously threatens the continued develop- <br /> ment of the desired vegetation . Need control methods shall also <br /> be used whenever the inhabitation of the reclaimed area by weeds <br /> threaten further spread of serious weed pests to nearby areas . <br /> - 3/ - <br />
