SH ELTO N, Dlrsctor
• III IIIIIIIIIIIII III
F NATURAL RESOURCES 999
C~
December 5, 1985
Mr. Bruce Humphries
Senior Environmental Engineer
Trapper Mining, Inc. -
P.O. Box 187
Craig, Colorado 81626
Re: Mid-Term Review of Trapper Mine, Permit No. C-010-81
Dear Mr. Humphries:
Attached is the Division's mid-term review and decision to require revisions
to the Trapper Mine, Permit No. C-010-81. The review was in fulfillment of
Rules 2.08.3, 2.06.2(9), 2.06.3(4), 2.06.5(3), 2.06.7(5), and 3.02.2(4).
The mid-term review primarily consisted of reviewing the permit application,
stipulation responses, revisions and any supplemental information, as well as
information from field inspections and past inspection reports. The main
purpose of the review was to identify any areas of the permit application that
will need to be revised or modified to ensure compliance and reflect the
current status of the mine.
The attached document contains our mid-term review, a rationale for requiring
any revisions to the application, timetables for submitting responses, a
summary of the status of stipulations, and the results of our performance bond
review.
Revisions were found to be needed under the categories of Legal, Financial,
and Compliance Information; Revegetation success criteria; and the Rill and
Gully Plan.
Several other areas of the permit application require clarification or
up-dating, but may or may not require revisions to the permit. These items
are discussed in Section I-B of the review. Categories discussed in this
section include Vegetation, Wildlife, Revegetation and formatting of the
Annual Hydrologic Report.
Most of these items pose no immediate environmental concerns, but may be
needed to clarify the mine plan, or to provide additional information. The
legal, financial and compliance section needs to be updated to reflect
ownership changes since the permit was issued.
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
