A road <br />approximately 12 feet wide and 3200 feet long was constructed to topsoil pile D. The road <br />branched off Haul Road B at YP-6 culvert and up the hill to topsoil pile D. This road was <br />not included in the approved permit. The operator removed a portion of the Haul Road <br />B from approximately station 60+00 to the coal mining recovery line where the haul road <br />turns into a ramp. A portion of the 3200 foot road will be within the coal recovery area <br />(roughly 2000 feet). The remaining 1200 feet is outside the coal recovery line and is <br />designated as a light use road. The violation was written for; <br />Failure to describe the light use road leading to topsoil pile D in the permit-~ <br />Failure to design the light-use road leading to topsoil pile D and have it approved <br />prior to construction. <br />Abatement of the violation required that Seneca submit a revision to the Division describing <br />the light use road leading to topsoil pile D.
