To elaborate, HGCC will measure percent cover of herbaceous material in the
reclaimed areas outside of the shrub augmentation areas in 1996 and 1997 using methods approved by
the CDMG. An average percent cover value for these areas will be developed free result of Utis
vegetation sampl ing program. HGCC will then calculate 90 percent of the average percent cover and use
that value (90%), assuming that percent cover within the reclaimed azea meets the vegetative success
criteria, as a "technical standard" to evaluate the adequacy of herbaceous (i.e. non-wotxly plant) cover
within the shrub augmentation areas during the final two wnsecutive years of the extended five year
attended liability period for the augmentation areas.
Please call me if there are any questions.
Sincerely,
Michael R.
