In a couple instances, the "Draft 1"proposal describes "high density shrub patches"
as having a minimum density of 1000 stems per acre. This differs from the permit
specified "within patch" standazd of 2000 stems per acre within concentrated woody
plant establishment areas.
In addition, in the approved permit, the shrub establishment azeas are delineated on
Exhibit 22-1. The "Draft 1"proposal appears to contemplate assessment and
mapping of high density patches, along with incorporation of some (to be
determined) areal percentage to be occupied by high density (i.e. > 2000 stem per
acre) patches.
Narrative of the proposal for bond release will need to be amended to clarify
that 2000 stems per acre rather than 1000 stems per acre is the relevant
standard for the shrub patch/concentration areas. In addition, submittal of a
technical revision well in advance of bond release application submittal would
be necessary in order to incorporate the "minimum percentage of mapped high
density patches" concept into the permit. Division of Wildlife concurrence with
any changes to the density standard would be required.
