Change in haul road construction <br />to include utility waste as suitable road base fill. <br />As was discussed with Gregg Squire and William Crick on 4/19/89, Trapper Mine <br />proposes to use utility waste as road base material on a haul road located in <br />our permitted ash disposal area. Two test plots will be established, each <br />approximatel}~ 500 feet in length by 50 feet in wid[h. Test plots will consist <br />of 1) any combination of utility waste products (fly ash, bottom ash, and <br />scrubber sludge; and 2) fly ash only from Craig Station Unit 3. <br />The ash will be placed on the road to a depth of 2' (Figure 1) and will be <br />surfaced with a 6" layer of pit run gravel. The road will be graded in such a <br />manner as to surround the ash with gravel. <br />In accordance with applicable reclamation standards, road water runoff that <br />mingles with runoff from other mining or reclamation disturbances is con- <br />trolled by sedimentation ponds to minimize its effects on water quality, fish <br />and wildlife. Additionally, road runoff will be controlled by a series of <br />dozer basins constructed immediatel}' downstream of the test plot area. <br />The primary purpose for establishing this test plot is to evaluate the per- <br />formance of utility waste as stable road base material for future haul road <br />construction considerations. The test plot is proposed for construction in <br />late spring-summer 1989, and will be evaluated through a spring 1990 runoff <br />period before a determination of suitability is made. <br />Tony, if you have any questions, please contact me.
