Because of this, the Division requests that <br />a condition be added to PR-03, either as revised text or as a stipulation attached to the <br />approval of PR-03. The condition is the following: <br />"BRL is to conduct additional borings and laboratory evaluation ojthe <br />subsurface soils in the location of the proposed relocated pond B in order <br />to verify or modify the assumptions in the geo[echt:ical designs ,and <br />submit the results to the Division prior to the disturbance of the site. " <br />In addition, the condition stated in item number 2 above, concerning the engineer's <br />evaluations, would apply to the relocation site for pond B as well. <br />Soil <br />5. The information in Tab 7 of Volume III mentions that there is a trash area in the <br />proposed disturbed area. Field inspection shows that this landfill had an assortment of <br />garbage, including old, presumably empty, cans of petroleum-based liquids. If this area <br />is proposed to have topsoil removed and stockpiled, please discuss whether or not the <br />topsoil has been contaminated and is not salvageable. Also, it appears that some old <br />foundations will need to be excavated. Where will [he foundation concrete be taken ? <br />6Vi11 subsoil need to be stockpiled ? <br />The Division has no further concerns at this time. BRL responded, in its submittai dated <br />May 12, 1999, that the condition of the topsoil in this area will be assessed at the time of <br />excavation. Contaminated topsoil will be segregated and dealt with at that time. BRL also <br />responded that the foundation concrete will be buried or hauled to the landfill at the time <br />of reclamation. Finally, BRL stated that no subsoil would be stockpiled since the cut and <br />fill operations would account for all of the subsoil. <br />The Division wishes to remind BRL that, if any of the topsoil is potentially contaminated, <br />the material should be segregated and sampled. Any contaminated topsoil should be dealt <br />with appropriately and reported to the Division. Topsoil volumes, then, would need to be <br />adjusted accordingly. The Division intends to verify in the field that all available topsoil <br />has been salvaged <br />Hvdroloev <br />6. There does not appear to be a discussion of the details of the construction project jor the <br />area south of Old Highway 133 and for the area south of the engineer's building. What <br />temporary sediment control measures will be taken during construction ? The Division <br />reminds BRL to construct the new pond B before the current pond B is removed. In that <br />case, how will any discharge from the current pond B be channeled as it flows over the <br />new pond B construction area ? <br />
