<br />This a-mail follows my telephone conversations of November 24 and 30, 2004 with you. The Colowyo Coal
<br />Company L.P. (Colowyo) has provided us with documentation, and oral information, regazding the subject
<br />projects. A number of questions were developed during our review. Would you please clarify, for us, the
<br />questions identified in the following descriptions?
<br />Please reference an ACZ Laboratories, Ina (ACZ) Analytical Report of September 16, 2004, ACZ Project ID:
<br />L47159. Colowyo obtained a sample from Site OOIA on 8/10/04 at 09:25 hours (page 18 of 23), and submitted it
<br />to ACZ for analysis. ACZ received the sample on 08/11/04, page 16 of 23, Sample Receipt. This sample is
<br />identified as L47159-0 l on the Sample Receipt form. The associated Inorganic Analytical Results are at page 3
<br />of 23 (sample L47159-O1).
<br />Please reference an ACZ Analytical Report of November 9, 2004, ACZ Project ID: L48474. On page 3 of 7, the
<br />Inorganic Analytical Results for ACZ Sample ID: L48474-01 is reported as a re-analysis of the sample
<br />previously reported as ACZ project L47159-01.On page 3, the Date Received is indicated as 10/26/04. Was
<br />this analysis for another sample received on 10/26/04, or was it an analysis on a portion of the initial sample
<br />taken on 8/10/04 and received at ACZ on 8/11/04?
<br />Please reference, again, the ACZ Analytical Report of November 9, 2004, ACZ Project ID L48474. On page 7
<br />of 7, the Residue, Non-Filterable (TSS) pazameter information for sample L48474-01 is qualified H3, Sample
<br />was received and analyzed past holding time. On page 2 of 7 of this report, under Holding Times, all analyses
<br />were reported as performed within EPA recommended holding times. Please clari~ this apparent conflict of
<br />holding times.

<br />L46870. Colowyo obtained a sample from Site 007A on 7/22/04 at 13:50 hours (page 10 of 10), and submitted it
<br />to ACZ for analysis. ACZ received the sample on 07/23/04, page 7 of 10, Sample Receipt. This sample is
<br />identified as L46870-01 on the Sample Receipt form. The associated Inorganic Analytical Results aze at page 2
<br />of 10 (sample L46870-01).
<br />Please reference, again, an ACZ Analytical Report of November 9, 2004, ACZ Project ID: L48474. On page 4
