<br />CDOW and BCPOS also concurred that creation of ripazian and wetland <br />community as proposed at this site will provide diversity and enrich habitat, thereby <br />benefiting the biological system overall. As the CDOW representative stated, wetland <br />and riparian communities provide some of the richest habitat in the Colorado front <br />range and are the most threatened. It should be noted that many of the wetlands <br />created during reclamation will be required for mitigation of wetlands impacted by <br />mining. The large majority of existing wetlands to be impacted can be described as low <br />habitat function and value wetlands due to haying and grazing. <br />Open water has been limited in the new mining azea to the extent possible with the <br />exception of intentionally creating wading bird and amphibious habitat. The two <br />reservoirs on the West Plant site will be created in accordance with the landowners' <br />request. The two reservoirs located in the southeast corner of the site are planned by <br />Western Mobile for augmentation of evaporative losses. The other small lakes <br />planned for in the new mining azea occur at the lower end of small mining parcels.. <br />Overview of Proposed Reclamation Plan <br />WMI's Lyons reclamation plan emphasizes proven sound land restoration <br />techniques. Though seemingly simple, these techniques have proven highly <br />successful. Specifically, four techniques for revegetation will be implemented <br />including: (1) utilization of existing topsoil including wetland topsoil, (2) seeding of all <br />disturbed areas, (3) harvest of local plant materials, and (4) introduction of a limited <br />number of nursery-grown plants native to this ecosystem. <br />1. Topsoil will be excavated and replaced in disturbed areas. Topsoil will be <br />keyed to underlying and surrounding material by the use of harrows, <br />rollers, or other equipment suitable for the purpose. Upland topsoil will be <br />stockpiled separately or placed immediately during concurrent reclamation <br />in upland areas above the anticipated high water line and spread unifornily <br />during fmal grading. Because wetland topsoil contains seeds, roots, and <br />rhizomes of the indigenous plant community, topsoil from impacted <br />wetlands will be excavated and used in creation of similar wetlands on-site. <br />2. All disturbed areas will be revegetated. Dryland areas will be seeded with <br />native grass and forb species, and mulched. Triple superphosphate (0%N, <br />46%P, 0%K) fertilizer will be applied in upland seeding areas at a rate of <br />1501bs. per acre prior to seeding.
