Dear Mr. Conn:
Attached is the Division's Mid-Term Review and Decision to require revisions
to the Mt. Gunnison Mine No. 1 , Permit No. C-80-007 . The review was in
fulfillment of Rules 2.08.3, 2.06.2(a ), 2.06.3(4), 2.06 .5 (3), 2 .06 .7(5) , and
3.02.2(4 ).
The Mid-Term review primarily consisted of reviewing the permit application,
stipulation responses, revisions , and any supplemental information, as well as
information from field inspections and past inspection reports. The main
purpose of the review was to identify any areas of the permit application that
will need to be revised or modified to ensure compliance and reflect the
current status of the mine.
The attached document contains our Mid-Term review, a rationale for requiring
any revision to the application, questions WECC must respond to, a summary of
revisions to the permit since 1985, and a summary of stipulations attached to
the permit. The Division is requesting that WECC submit appropriate responses
to the concerns raised in this review by August 15 , 1989.
