Gunnison No. 1 Kline with <br />the Colorado Mined Land Reclamation Division (Permit No. C-007-80) <br />to make the lower coal refuse stockpile into a larger permanent refuse <br />pile. This pile is commonly referred to as the U.S. Steel laydown area <br />pile and is currently covered by Emissions Permit No. C-13, 034-7, <br />Enclosed is an application to modify Emissions Permit C-13, 034-7 to <br />• allow construction of the larger (1.8 million ton) coal refuse pile. <br />Also, the initial waste rock pile and the portal bench stockpiles can be <br />deleted as they are no longer used for stockpiling material. The initial <br />waste rock pile has been replaced by an engineered earthen fill to allow <br />for expansion of the shop building. The portal bench stockpile area has <br />been replaced by two engineered refuse fills, covered with soil, and <br />.reclaimed. The silo and breaker building coal and refuse stockpiles <br />need to remain in the permit. <br />The permanent lower refuse pile will be constructed in five phases of <br />which the temporary stockpile is included in Phase I. The permanent <br />refuse pile will have a capacity of approximately 1.8 million tons of <br />refuse material. The refuse to be placed in the pile is generated from <br />underground mining operations. Cleanout from sedimentation ponds, <br />roadways, and other similar types of non-toxic refuse will comprise a <br />very small portion of the total volume. The underground coal refuse is <br />transported out of the mine vin a covered 54" conveyor belt, equipped <br />with dust suppression sprays, to the breaker building. The coal refuse <br />is diverted to a chute which empties onto the ground. The refuse does <br />not pass through the screen or rotary breaker. Because the material is <br />moistened by the underground dust suppression sprays, it normally <br />needs no further watering for transport or placement in the refuse <br />pile. The refuse material is shipped from underground on the non-coal <br />producing shift and hauled by dump truck to the refuse pile. The haul <br />road is paved except for the portion in the refuse area. A water truck <br />is used to control dust on the unpaved portion of the road and on the <br />• pile if necessary. <br />A0.tC0-d'2G <br />7a <br />
