Crosby: Division of Miner?is & Geology <br />in response to NOV No. C-96-017 for the Yoast mine, pertaining to <br />work Seneca Coal Company did in conjunction with the deadheading of <br />the 650-B dragline from the Seneca II mine to the Yoast mine, <br />Seneca respectfully submits the following information. we request <br />a conference be held as soon as possible after September 17, 1996 <br />to review this violation and NOV Nos. C-96-015 and C-96-016. <br />The original plan for the 650 dragline move to the Yoast mining <br />area was to tear the machine down into several large pieces. These <br />segments would then be hauled by trailer over the existing haul <br />roads at Seneca II and Yoast. A dragline erection pad was located <br />near the boxcut stripping area so that the dragline could be <br />reassembled and begin stripping operations. A meeting between <br />employees from Seneca and Peabody western Coal Company was held at <br />the minesite on October 10, 1995. After evaluating this method, <br />Seneca determined that walking the machine to the Yoast mining area <br />would prove more economical. The major savings involved <br />construction costs and time. <br />The new plan called for six (6) main permitting tasks to be <br />completed. <br />1. Easement with Hallenbeck. <br />2. Easement with Maneotis. <br />3. Easement with Carroll. <br />4. Permission from Western Area Power Administration to walk <br />under powerlines. <br />5. Permit approval from Routt County. <br />6. Permit approval from Division of Minerals ~ Geology. <br />Seneca and Peabody Western personnel meet with Mr. Lou Gabos, <br />County Engineer, Routt County Road-Bridge-Engineering Depts. to <br />discuss our plans on October 11, 1995. we told Mr. Gabos at that <br />time that Routt County Road 27A (RCR 27 A), the Seneca II mine <br />entrance road, would need to be widened in spots and the guardrail <br />removed to achieve the 60' width we would need to safely walk the <br />dragline. We also mentioned that we would need a detour road for <br />Routt County Road 27 (RCR 27) while the dragline was crossing it, <br />and allow for traffic to keep flowing.
